Notice of Guangzhou Science and technology innovation Commission on organizing and carrying out the warehousing(first batch)declaration of Guangzhou Science and technology innovation small giant enterprises in 2018

　　Administrative departments of science and technology in all districts and relevant units:

　　In order to thoroughly implement the innovation driven development strategy,enhance the core competitiveness of scientific and technological innovation enterprises,improve the quality and efficiency of scientific and technological innovation enterprises,and promote the cultivation and development of high-tech enterprises in the city,according to the requirements of the notice of Guangzhou Municipal Commission of scientific and technological innovation on printing and distributing the action plan for improving the quality of high-tech enterprises in Guangzhou(2018-2020)(SUI Ke Chuang GUI Zi[2018]No.1,hereinafter referred to as the"action plan"),Organize and carry out the warehousing(first batch)declaration of Guangzhou Science and technology innovation small giant enterprises in 2018.The specific notice is as follows:

　　1、Declaration object

　　In 2018,Guangzhou Science and technology innovation small giant enterprises(the first batch)should meet the following conditions:1 Enterprises established,registered and registered within the administrative region of Guangzhou;2.Guangdong provincial high-tech enterprise cultivation library enterprises in the library;3.Enterprises that have not been recognized as national high-tech enterprises.

　　2、Support method and funding limit

　　According to the action plan,for enterprises included in the city's science and technology innovation small giant enterprise library,the municipal two-level finance will give each enterprise a total subsidy of 200000 yuan in accordance with a certain proportion(determined according to the sharing proportion of the city's current financial management system),which is specially used for enterprises to carry out R&D,innovation capacity improvement and other activities.Enterprises that have been recognized as high-tech enterprises will no longer enjoy this subsidy.

　　3、Declaration procedure and schedule

　　（1）Enterprise declaration.

　　Enterprises manage sunshine government affairs platform through Guangzhou Science and technology business（http://sop.gzsi.gov.cn/）Make online declaration.The declaration system was opened at 9:00 on November 9,2018 and closed at 17:00 on November 19,2018.After the application project is accepted by the district science and technology administrative department,the application enterprise shall submit the paper materials(in duplicate)to the acceptance point designated by the district science and technology administrative department before November 26,2018(see Annex 1).

　　（2）Each district verifies the recommendation.

　　After the administrative department of science and technology of each district verifies the application materials of enterprises,it is not necessary to organize experts to verify and review.After summarizing the list of enterprises,it will formally send a letter to the municipal high tech enterprise association according to the above time,and complete the online recommendation operation at the same time.

　　（3）Reviewed by the Municipal Science and technology innovation Commission.

　　The Municipal Science and technology innovation Commission(or a third-party institution)will review the declaration of all enterprises recommended by each district and determine the list of warehousing enterprises.

　　（4）Administrative review and publicity.

　　The board of the Municipal Science and technology innovation Commission will review the list of enterprises to be put into storage and publicize the list of enterprises on the portal for a period of 5 working days.If there is no objection at the expiration of the publicity period,it shall be approved and included in the scope of financial budget support.If there is any objection to the publicity,it shall be handled in accordance with the relevant provisions of the measures for the management of Guangzhou Science and technology projects(SUI Ke Chuang GUI Zi[2017]No.3).

　　（5）Allocate funds.

　　The Municipal Science and technology innovation Commission and the Municipal Finance Bureau jointly issue the municipal level financial support funds,and the district science and technology administrative departments jointly issue the district financial support funds with the District Finance Bureau.

　　4、Application materials

　　After being accepted by the administrative department of science and technology of the District,the application for warehousing of Guangzhou Science and technology innovation small giant enterprise(2018)with watermark is generated(see Annex 2 for the template of the application),downloaded,printed and signed(in duplicate).The content of the paper application materials must be consistent with the content filled in the network system and have complete signatures and seals.

　　5、Other requirements

　　（1）If the enterprises in the high-tech enterprise cultivation Library of Guangdong Province have passed the recognition of high-tech enterprises in 2017 and before,and are no longer included in the small giant enterprise library of scientific and technological innovation in Guangzhou,they can apply for the high-tech enterprise cultivation award separately.

　　（2）The applicant enterprise should not credulous the promises of various social intermediaries,and should be responsible for the authenticity of the application materials.If there is fraud,once it is found and verified,its qualification for warehousing as a scientific and technological innovation small giant enterprise will be cancelled,and the relevant applications of the enterprise will not be accepted in the next three years.
